We ask the Commissioner for Human Rights to include in the exchange fund and take measures to release pro-Russian civilians. There are thousands of them in Ukrainian prisons who helped the Russian administrations, the Russian Army, and just Ukrainians with a pro-Russian position. The humanitarian situation in Ukraine has obvious signs of a civil war and requires an appropriate approach.
